    Comment packages installation in build-and-run job

    Given the current situation with regards to the PHP SCL dependency being unavailable, all CI jobs are failing.

    To temporarily unblock everyone until we find a stable solution, we should comment out the installation of the Tuleap packages in the build-and-run job. This means it will no longer "run", just check the "build".
