    Add form in plugin Tuleap_Synchro
    After create the beginning of "Tuleap_synchro" plugin, now, the goal is add a form in his modal.
    This form will be filled in by an site admin with different informations :
    - Source project (id or shortname)
    - Source tracker (id)
    - Target project (id or shortname)
    - Username (admin) & Password of the source project
    - Username (admin) of the target project
    - URI base of the source project

    This information will be stored in a database, and an unique "webhook" will be created and store.

    Currently, this webhook will be nothing, it will just creates.
