    Notifications are still sent for artifacts despite the tracker is deleted.

    I have merged the contribution of @hajjim (gerrit #12675) into Tuleap 10.9.99.31.


    However the scope of the fix was IMHO too narrow. Reminders of trackers in a suspended or deleted project are still sent. I'm taking over as I do not want to ask myself again why I receive a notification for a resource I can not access. It's also the opportunity to clean up the code a bit.

    AFAIK, marieange is not assigned on that and nobody is working on the subject
