    CssAssetCollection should be immutable
    CssAssetCollection will become the standard way of including / deduplicating CSS stylesheets.

    In order to ease developer's work and ensure that a given collection is not modified on the fly, it's API should not mutate it. It should return new CssAssetCollections.
