    Download of large attachment/file should be resumable
    Currently when you download a file from the document manager if you encounter a failure, the download can not be resumed and you have to download the file entirely again. Tuleap should allow browsers/tools to resume the download if needed.

    * docman plugin
    * forumml plugin
    * proftpd plugin (explorer)
    * FRS
    * PHPWiki attachment


    Other parts like Git LFS are left out for now. Those parts will need this request to make it work anyway and it requires a bit of refactoring unrelated to main changes that needs to be done here.
