    Prevent tracker workflow trigger rule to update a parent artifact that is not in the target tracker
    This is an extension of request #13383 and request #13409, those two previous contributions has made sure that processing the rules can not loop indefinitely but the rules can still update unrelated artifacts. This should be prevented.
