Navigate in tracker administration with tabs
I have the same navigation pattern as other Tuleap services, such as Git, SVN, etc.

The existing "administration homepage" (see below) will be deleted.

It will be replaced by tabs. See mockup on figma:

The code of the "grey boxes" page is removed. There is no "fallback mode", no feature flag.
When tracker administrator clicks on "Administration", they reach the "Fields > Manage Fields" tab.
The "General" page is renamed, it no longer is the first tab.
Timetracking / encrypted fields tabs are added to the right (with an event).
The "Pulse" animation on tabs will be done in story #13573 See at a glance which parts need configuration.
Depending on the order of completion of another story, there is a Hierarchy tab (not shown in the mockup).
The breadcrumbs don't change, it is done in story #13576 Navigate with breadcrumb.
