Navigate with breadcrumb
I can quickly navigate and access administration, "New artifact", "Notifications" with a hover and a single click

The breadcrumbs are shown on every Tracker page.
As of today, all administration pages have a breadcrumb item right of "Administration". For example "Administration > Manage field dependencies". Those breadcrumb items are all removed (they are replaced by tabs navigation, see story #13570).

There is a new link to "Submit new artifact" (renamed to "New Support request", depending on tracker label). 
There is a new link to "Administration" visible only for Tracker administrators.
A new link is added to "My Notifications". It points to the current page "Notifications" in the grey "tabs". It's not visible for anonymous users.

On the mockup, the "Shortcuts" section is already existing today.

On the mockup, the "Other" trackers section will not be done for this story. It will be done in story #13581 Have a breadcrumb link to other trackers
