Have formatting capabilities in Pull Requests
I can structure my speach in the pull request descriptiion and in the comments
I have at least a minimal formatting options:
- lists
- code blocs
- links

Markdown would be ideal (used elsewhere in Tuleap), though it needs formatting so that it does not break the display if user puts crazy formatting like h1 or tables.

I have a Preview button so that I can check my message before publish.

/!\ comments for files are done in a code mirror editor.

    Only formatting have been changed, you should switch to markup to see the changes
