    Add an element between the project banner and the navbar bullhorn
    In the mockups of story #12264 an element was present between the navbar and the project banner itself. For multiple reasons, it has been decided during the implementation the banner should not stay visible when the user scrolls and as a result the element to link the navbar and banner was judged unnecessary.

    It seems after all, this element is needed.
