Functional overview

The order of the "pane" tabs in Agiledashboard depends on a cross-plugin event dispatched by Agiledashboard. As of today, depending on the order of plugin installation / activation, Tuleap users will see the TestManagement, Cardwall, FRS and Taskboard tabs in an unpredictable order.

This story will fix the order of those tabs by using a predictable system.
