    tos link should open a modla instead of redirecting user
    Like we did for project creation, in project admin > project visibility update tos as displayed as a link

    When user wants to read them and click on link he is redirected on a specific page,
    we should open them into a modal, like we've done for new project creation

    The link is inside a string customizable by users.
    I close the request until I have a good way to do this
