As a projet administrator, when I try to add a new member, autocompletion proposes only users who are already Tuleap members. If I try to add a user who is in LDAP but not in Tuleap yet, autocompletion displays "No result found" and I can't add it.

I tried with user login, user full name, user first name... Same result. Tuleap seems to look for user in its database only, not in LDAP.

We recently upgraded Tuleap from 9.6 to 11.9, and I'm sure it was OK before, hence this request.
