    Fallback on docs.tuleap.org when no local documentation is found
    Currently when the local documentation package has not been installed but a user tries to access it a 404 is thrown. Instead of doing that we could try to redirect the user to the online documentation. In the worst case a 404 is also thrown but at least the user have one more chance to find the information.
