    Introduce CSS Grid layout for test plan

    Now that we are dropping support of Internet Explorer 11 for new features, we can use CSS Grid Layout. It will simplify greatly layout and size computations.
    This request aims to introduce devs to Grid layout before we can use it for more complex layouts. Since the new Test Plan screen has a pretty simple 60% / 40% layout, it makes for an easy step.
