    Notifcation not sent at status change

    Notification is not sent at status change when global notification are not set on all updates for the user supposed to receive it.

    Setup

    Have the following configuration:

    Tracker mail notifications are set to "Status change notifications".
    In global Email notifications have a line of notified people with "on all update" checked with :

    1. a user group with one user (We'll call him the_user_in_the_ugroup)
    2. a user (We'll call him a_regular_user)
