    Replace AngularJS services by javascript ES modules in the planning view
    Follow-up of request #13057

    Extracting service into ECMAScript modules will let us move them outside of AngularJS entirely. This is a starting point towards moving out of AngularJS entirely. It's easier to start with Services because they have much fewer dependencies.
