    Field Dependencies are not enforced when None was previous value

    See attached XML for a tracker structure that reproduces the issue.

    If I go from On Going to Review, the field notification should be set to "Project members". This works in the artifact submission/edition interface but not with Cardwall Renderer or Taskboard, nor the REST API. In those cases, it's not set AND I can let it to None although this is forbidden. But, if I go from Review to On Going, then I have a proper error telling me that notification can't be set to None which is, in my opinion, the proper behaviour
