    Local log files should be created with the appropriate ownership
    Some of the log files might be first written by root (for example the codendi_syslog file) which can be problematic when the same log files needs to be written by <sys_http_user>.
    We should make sure the log files can be written by <sys_http_user> when they are created to avoid such issue.
