    User can create invalid planning configurations

    This can lead to issues preventing a tracker to be browsed.

    Reproduction steps:

    1. Go to a project with the agile dashboard service enabled
    2. Delete all the plannings of the scrum config (the SQL query SELECT * FROM plugin_agiledashboard_configuration WHERE group_id=<project_id> should return nothing)
    3. Add a new planning but do not select a planning tracker
    4. Try to access the selected backlog tracker

    Reopening, the fix has introduced issues for (at least) template projects "Scrum" and "ALM".
