Manage non-xml error when validating XML

Original Submission

A non-XML error may occurs when we want to validate an XML file.

Without a 'else' clause non-xml errors are lost. The parsing fails without any feedback.

We propose to propagate non-XML errors.

Steps to reproduce: 1- ensure java is not installed (usable in a shell) 2- use the script generate_user_mapping_for_project_import.php (https://tuleap.net/doc/en/administration-guide/projects-management/export-import/project-import.html#project-import) -> File mapping.txt not generated. No output.
