    In admin section error are not displayed when user can not submit in team tracker

    How to reproduce

    Have a user program administrator Make him unable to submit some artifacts in team trackers

    Go in administration section of a program, if errors are related to the team tracker user can not submit, they are not collected and displayed in UI

    We should have a message indicating that user can not submit in team tracker
