    Jira issue type import shouldn't fail on missing link types

    As of today, when a link type is missing the import fill partially fail. This can lead for instance to an empty artifact (no title, no status, etc) because the first changeset cannot be created due to the missing link type info.

    Missing link types should be ignored and imported as regular links.
