    Drop unused dependency from crosstracker to @tuleap/plugin-tracker

    Since git #tuleap/stable/d5b0619e83493ef3e8120afd50a8855bc558c85f, the TQL code mirror part of the tracker plugin has been moved to a dedicated library. The cross-tracker plugin had a dependency on @tuleap/plugin-tracker for that part specifically, so since it has been moved to a shared library, we can remove the dependency on plugin tracker.
