    Remove hard coded french_translations usages

    There are some places in Tuleap when only fr_FR is loaded as an alternative to en_US. It becomes problematic because pt_BR is now part of supported languages.

    The last review for this request is under review gerrit #25925.

    There are remaining french_translations in the code, but the underlying components do not have pt_BR.po files so it is not really useful to deal with them right now. They will be handled when translation of those component will be requested.

    So after integration of gerrit #25925, this request can be closed.
