    Tracker administration : Triggers should be properly managed

    There are currently different problems with triggers :

    • It's possible to delete trackers which are source or target or triggers. The triggers still exists on database.
      --> We should not be able to delete tracker if there is existing triggers
       
    • We can move a tracker in tracker hierarchy even if triggers are defined
      --> We should not be able to move it. It's already impossible to remove the child tracker from the hierarchy if it is implicated in triggers.
       
    • The project creation is broken if we create it from a project that have trackers' triggers with deleted trackers
      --> the project creation should ignore them instead of crash
