    We have one behavior for the top navigation bar:

    example: hovering on Agile dashboard , then click on administration

    but second level toolbar is not having the same behavior: we have to click (no more hovering) on menu to  display the popup, then, we click on the submenu.

    There should be a consistent way of working across similar items (here the navbar on top and the menu toolbar). Very often i'm mixing both behavior and it's a little annoying, but indeed, not critical :)

    Sometimes, but i am not able to reproduce it, it seems the hovering is working everywhere..

    For the record: i'm using chrome 102 on windows 11,
