    Elements should not be added in top backlog when not allowed in planning.

    How to reproduce :

    • Add a workflow in Tracker A with an action "Add to top backlog" on a transition
    • Set an agile dashboard without Tracker A as tracker allowed in planning
    • Create an artifact with the state on which is set the "Add to top backlog" action
    • The artifact should be displayed in the top backlog planning while it should not
