    One can create empty artifact
    -> anonymous access is granted
    -> even if no permissions are allowed for anonymous to submit, anonymous can Create artifact.
    -> that leads to a fatal error in Workflow and create an inconsitant art (only entry in tracker_artifact table

    What should we do:
    1 add transaction on artifact creation
    2 investigate fatal error on submit in workflow
    3 cannot create artifact if not at least one "can submit" permission to one writable field.
