    Not a lot of changes but updating our global pin allow us to bump everything to OpenSSL 3.0.7.

    Main changes:
    pnpm: 7.13.5 -> 7.17.0
    docker-compose: 2.11.2 -> 2.12.2
    nodejs: 18.9.1 -> 18.12.1
    PHP: 8.0.24 -> 8.0.25
    Rust: 1.64.0 -> 1.65.0
