    Step in the build pipeline can fail without breaking the pipeline

    The packages that are currently in the repository (TCE 14.6.99.107) are broken (missing frontend assets) because one of the steps has failed but was not reported as an errors. This must not happen, if one step fails the pipeline should also fail to not publish broken packages.
