    Exceptions logged when I create artifacts in a Program without Teams

    How to reproduce:

    1. Create a new Program project (for example from the Agile Release Train template)
    2. Do not link any Team in Program Management administration
    3. Create a new Program Increment or a new Iteration artifact

    Error logs in program_management_syslog will mention that the project is not a Program and that it cannot create mirror program increments / iterations. It is expected and in this case no mirrror creation should even be attempted. It just fills up log files.
