When searching for users via /users/ there is two options:

• an approximative query with raw text
• an exact query with json query The second option also return suspended users, but the first one is limited to Active (and Restricted) one.

As an administrator, it could be useful to have the option to list ALL users, even Suspended and Destroyed.
