    Dynamic_creds with Program doesn't give all permissions

    I'm logged with dynamic_creds. In a Program, I can't create PI or iterations.

    For information: issue is unlikely to be in the dynamic_credentials plugin itself but most likely in the way the Program management plugin handle permissions.
