    Modify cgroup volume and option for web container for docker v25

    I cannot find where, but it looks like Docker v25 changed the default value for cgroupns from host to private. This breaks tuleap web container. We should set the cgroupns option to host value and mount the cgroup folder with write permission. This will allow everyone from the dev team to upgrade to Docker v25 and have a functional Tuleap dev environment.
