    Submission Instructions should display when creating an artifact from Kanban/in modal view

    The submission instructions show to users when they are creating an artifact in "big" view - but they do not show when creating an artifact in modal view. We would expect submission instructions to appear when creating an artifact in any way, so the user submitting it has the information they need to appropriately fill out the artifact now matter how they are creating that artifact.
