    Ability to choose text format in "Create a new artifact" modal

    As a user who creates new artifacts using the "Create a new artifact" button in the links section of an existing artifact
    I want to be able to choose my text format
    So that I can input a new artifact in a text format that I prefer
    So that my artifact creation experience is consistent across all ways I may add an artifact

    When creating a new artifact using the "Create a new artifact" button in the links section of an existing artifact, if that newly created artifact has a text box, the user is not given an option for the format they would like to use to populate that text box (text, HTML, or markdown). Furthermore, if that newly created artifact has default text in a text box, the text is displayed in text, which can cause some weirdness:

    For the record, this view (create new artifact) will be removed in the future when we will switch to "New artifact links in Artifact View" see art #37574.

    There is not much we can do there because the code behind this artifact view is really crappy.
