Retain formatting for default text set Tracker Administration when creating an artifact

As a Tuleap administrator configuring default text for a field on a tracker
I want the text formatting to be preserved when an artifact for that tracker is created
So that I can build default text to include numbered and bulleted lists

Here is a snippet of the default text we have built into a field on a tracker:

       1.  Design Constraints:
       2.  Any cross-product dependencies/impact: (EHR, Partner, Dashboard, Patient Portal, pocketPCC, etc.)
       3.  Dependencies/impact on the EDI Clinical or Financial Hub:
       4.  3RD Party Interfaces/Dependencies:
            - Any new 3rd Party Vendor or Interface?
            - Will practices (or individual users) need to enroll in a new service? If so, consider whether PCC's "GONE" process will need updating.
            - Any new URL our clients will need to reach?
                - SSL Certificates involved? Expiration Dates?
               -  Mac OS support added for handling the SSL Certificate?

When someone creates a new artifact for that tracker, all of the indenting and alignment is lost from those lists in that field.

Is it possible to include the same WYSIWYG editor (that's available when creating a new artifact) in the tracker Admin tool for creating default text in HTML format?
