    Initial effort value should not be rounded to integer

    In Backlog, the Initial effort semantic of Trackers is shown as a round badge. In the screen capture below, it is rounded to 1 and "?" when it should be 1.5 and 0.5 respectively. The Initial effort sum badge in the milestone is also wrong, it should be 2. Initial effort should not be floored down to an integer.
