    Userlog is problematic in term of usage for several reasons:

    1. it's not the scope of Tuleap to collect and manage those logs, it must be handled by dedicated tools.
    2. it's not RGPD compliant as users are not informed about the collection of those logs.

    Plan for removal:

    1. prevent new usage
    2. inform about future removal
    3. warn existing usage
