    Migrate tlp-syntax-highlighting to shiki

    Currently, to syntax highlight code snippets, we use PrismJS, but this library is semi-dead. The v2 was announced already 3 years ago (almost 4) but nothing is released yet.

    Shiki in comparison is maintained and have frequent release.

    So the goal of this request is to migrate our custom element to shiki. It will also help us in future refactor of pullrequest diff
