The burnup field display for an artifact a graph of the progress of a milestone.

To work, it needs the tracker to be in a planning configuration of the backlog service. But its is currently possible to add this field in any tracker.

In the case the tracker does not belong to a planning, when a system event is triggered to compute the burnup, then it results in a warning. And depending on your configuration it may notify a lot of person with a lot of message.

We should not allow this, the burnup field should be available only in planning trackers.
