    Cannot add svn perms on ugroup
    I have a ugroup with 1 member.

    When I try to set permissions in svn > admin > access control, I got the following warning `User group "svnwriters" is empty or does not exist` and the line is commented out in the .SVNAccessFile.

    This fails the testlink #155 (step 2)
