    Can't change rights for a project and create new user groups
    When a project is created with his admin, I can't after that give any right to another member of the project. And can't take off rights of the project admin (the siteadmin and project admin can't).

    As we totally redesigned this part of Tuleap, issue might be gone.
    Please reopen if you still reproduce it.
