    gerrit templates don't being applied properly
    Hi,

    A user is reporting a problem with Gerrit when trying to create a new repository using an existing template. The templates are not being applied to the users project properly:

    If we set any other groups excepts the Administrators. Then the template doesn't work. It seems uses openALM fetch the uuid of groups list in the template, so it failed to update with template.

    Here is one example:
    1. template example doesn't work, if uee group ipos/ci
    [access]
    inheritFrom = ipos
    [access "refs/*"]
    read = group ipos/ci

    1. template example works if only set Administrators.
    [access]
    inheritFrom = ipos
    [access "refs/*"]
    read = group Administrators
