    tracker exports invalid rng when deleted fields are in report coulumns
    - create a tracker and put a field in a report or renderer.
    - delete the field in the administration > manage field usage
    - export the tracker in XML
    - the xML will contain things like

    <criteria rank="0">
    <field REF=""/>
    </criteria>*

    which is invalid because REF is invalid. This cannot be re-imported.
