Site administrators have two quite similar service in the admin area:

- Admin delegation is a plugin that let chosen end users to be allowed to see every projects and/or project administrators
- Permission delegation let chosen end users to be allowed to administrate mediawiki, trackers, approve projects, …

I propose that the ui part of the plugin admin delegation is managed by permission delegation so that the administrator is not confused by those two similar options.
