In our company, we heavily rely on GitLab for task delegation. This is even true for non-software development projects like trade shows and other marketing activity. I very much like the Kanban board for our marketing efforts and the Backlog/Sprint views for our software development projects. Thus I thought keeping tuleap and our on-premises GitLab in sync would allow managers to enjoy the many added functions of tuleap while keeping the GitLab issues where they are = where the change-unfriendly folks would look for them. GitLab offers fantastic web hooks. If the Tuleap API allows, the development effort might be minor.
