We know who did what

When users share their email addresses, we are able to identify their account on the Tuleap instance.

The goal is to:

  1. identify artifacts submitters
  2. identify artifacts commenters
  3. bind them to user bound fields

When the users can't be identified, we will default on forge__tracker_importer_user.
