    Add Brazilian Portuguese contribution

    Fábio F. Silva from https://www.projectha.com.br/ has contributed a brazilian portuguese version of Tuleap (see attachment).

    We will have to split the given file into smaller ones to fit Tuleap's WoW, so there is a high chance that some translations will be lost in the process. This is due to the lack of our documentation to explain how to initiate a new language in Tuleap.

    This request will track:

    • ☑️ the integration of the contribution
    • ☑️ the usage of pt_BR inside front end apps
    • ☑️ the addition of pt_BR to local.inc.dist so that community can use it
    • ☑️ the update of documentation to explain to future contributors how to initiate a new language in Tuleap

    At the time of writing 21% (according to pocount) is translated to pt_BR.

    We need to make sure that front end apps do not crash when loading pt_BR. This has been spotted during the review:

    App using Vue 3 like Test Plan or experimental document generation part are broken when using pt_BR. I'm not sure yet if it is due to the way we build the PO files for those apps or how vue3-gettext works (or how we set it up).
